Forced Turkish names can be changed since 2014 with reference to the decree of the Federal Ministry of the Interior.
The decisive factor here is the "General administrative regulation on the law on changing surnames and first names (NamÄndVwV)", specifically the newly introduced number 44a.
The following applies: "If a family name that was forced into place is an expression of persecution and oppression, the original family name can be restored for the person concerned and for his descendants by changing the name."
This means that there is now a binding legal basis that Armenians nationwide can refer to in order to obtain a change of family name from the responsible authorities. In particular, they can no longer be required to provide evidence of their emotional distress in the form of a specialist medical report due to a lack of "immediate impact", since the new regulation expressly includes the descendants of those affected by the forced imposition of the family name as eligible applicants.
